Forty States and nine international organizations met in Brussels 16-17 December 2002 for the 2nd Conference of the Non-Proliferation and Disarmament Co-operation Initiative (NDCI). The Conference served as a forum to discuss successes and challenges in cooperation with Russia and the Newly Independent States in disarmament and non-proliferation, and to identify needs and future priorities. It was hosted by Canada, the European Union and the United States.

Escalating cancer rates and a growing need for qualified staff and radiotherapy equipment are serious constraints to treating cancer in both industrial and developing countries. In the developing world, a dramatic rise in cancer is stretching already limited resources and equipment. Currently about 5000 machines are needed to help patients in these countries fight cancer.

In a speech in Tokyo 9 December, IAEA Director General Mohamed ElBaradei urged the Democratic People's Republic of Korea (DPRK) to "re-think" its position and cooperate fully with Agency inspectors to verify its nuclear programme. He further called upon all States to conclude safeguards agreements with the Agency that enable credible verification of both declared and undeclared nuclear material and activities. The Director General addressed the International Conference on the Wider Adherence to Strengthened IAEA Safeguards, which opened today in Tokyo. The meeting is hosted by the Government of Japan and concludes 10 December.

World experts are meeting at the IAEA in Vienna this week for the <i>International Conference on Issues and Trends in Radioactive Waste Management</i>. A main topic is the safe management of radioactive waste, including technologically and environmentally sound solutions for disposing of radioactive wastes that must be isolated for centuries. The concluding session is scheduled for Friday, 13 December.

The IAEA, the United States and Russia are planning a three-day conference to promote the security of radioactive material, with sessions focused on preventing threats posed by radiological dispersal devices, or so called "dirty bombs". The conference is planned for the second week of March 2003, at the Hofburg Palace, Vienna and is open to all Member States.

The world's regime against the further spread of nuclear weapons needs to be stronger, with new approaches designed to confront new and unprecedented challenges, in the view of IAEA Director General Mohamed ElBaradei. He delivered the keynote address 14 November at the Carnegie International Non-Proliferation Conference in Washington, DC, being attended by distinguished experts in the field.

Addressing the United General Assembly, IAEA Director General Mohamed ElBaradei, appealed to the Iraqi Government to provide its full co-operation, and for the UN Security Council and international community to fully support weapon inspections in Iraq throughout the inspection process. The General Assembly adopted a resolution on the IAEA's work that, among other points, strongly backed the Agency's verification role.
